I can't really tell what's going on in the picture - it is extremely low-quality, can't even understand whether it's a building.

If you're considering a purchase I would recommend asking for professional advice. The fee for 1-2 hours consultation for an architect would be much more reasonable than a deposit for an ill-advised property.
