Yes, any roll over 50% will get near max bonus after one fusion, with 54% or higher being optimal for max. Imo, buying anything other than a 50+ roll is a waste of time/plat

That's exactly what I said. 50% bonus fused with anything will get close to max. 54% or higher is ideal. Even though 54% will only get you a 59.4 it's close enough.
