Genuine question, don't almost all countries lose money when they host the World Cup?

FIFA literally keeps all ticket sales and broadcasting money. Your only hope is to entice more visitors in the future or be an European country that already has stadiums literally everywhere.

If so, I personally have used bitdefender for years. It won't do 25 devices (I think it's 6) but it's fairly low on cpu/RAM use and has an inbuilt VPN.

Also, Opera (browser) has a VPN you can use for free for a small amount of data a day. But as all you need to do is log in to whatever, start doing your thing and switch it off and it'll happily download a region locked movie for example.
