Sorry if this is a noob question but can only admins open communities?

Like for example if I wanted to create and moderate the following:

• /c/thegoldengator (like /r/thegoldengator)
• /c/twitch (like /r/twitch)

I would apply to do so somehow? Trying to figure out the user interface but maybe it's limited because I'm on mobile.
