A few things crossing together here to make this joke:
- The bulk of this is from Stargate SG-1 S4E8 "The First Ones", notably Daniel having difficulty understanding this alien who he calls "Chaka"
- He calls the alien that name simply because that is a phrase he hears this alien say a bunch
- This interaction is similar to one of the most well-known scenes from all of Star Trek (Star Trek: The Next Generation S5E2 "Darmok") in which Picard has difficulty understanding an alien who keeps saying the word "Shaka" a bunch.
- In Stargate SG-1 S6E8 "The Other Guys", a couple characters argue about Star Trek. Notably, the character who says this "altar of Roddenberry" line is portrayed by John Billingsley, who is best known for his portrayal of Dr. Phlox in Star Trek: Enterprise.
- Gene Roddenberry is the creator of Star Trek
