I think it started as a joke/bad decision when he suggested to buy Twitter but when he was forced to buy it, he basically decided to burn it to the ground to spite everyone. There's also a very good chance he lost touch with reality - endless money, surrounded by yes men and worshipers that praise every move he makes, so he doesn't see any wrong with it (and no one's telling him)

I started on Twitter in 2008 when you had to SMS to tweet. This downtime since musk started is ridiculous. Glad I moved to mastodon.
