Certainly not an expert at all, but rope bondage to me means kinky fun at home, but shibari is more artistic and follows techniques that have been around for a long time.

North America here. For me its an arbitrary distinction. One might use the term Shibari to suggest a certain amount of artistic/stylistic consideration in the tie but trying to decide where or what that line is would be pointless

Anybody who truly cares about the difference probably calls themselves a "shibari practitioner in the lineage of [insert Japanese name here]" and may or may not wear fedoras from time to time, if that helps
