I have noticed that Spiner is a great physical actor when playing Data. Have you seen this man throw himself to the ground? The absolute best is The Collector episode where he straight up planks, falls face first on a couch and bounces to the ground without even losing his composure.
I've always loved the ridiculous TV show idea that anyone related to you, especially a parent, looks exactly like you so they don't have to cast a new actor.
Although with the Dr. Soong that built Data, plus Lore and B4, it makes more sense.

My theory: The Soong family have been illegally cloning themselves since 2023.
That seems likely since that Soong was obsessed with genetic research.
Don't forget Robert Picardo can fit so many Zimmerman characters.

You forgot the episode ‘Body And Soul’ where Picardo acted as Seven acting like the Doctor had taken over her body.
I bet you didn’t even realize it was Picardo.
Technically all those are all the emh though.
Not the real Zimmerman. And he played him too. And the dilithium miners weren't The Doctor.
And, technically, the backup copy of the Doctor in ‘Living Witness’ wasn’t the “prime” Doctor.
Also he played the evil android version of the Doctor in the same episode.
