It is 50/50 for me, I don't think it sets a precedent though. There have been a lot of close to contact handballs that have been decided one way or the other. I expect a more thorough explanation from PGMOL tho.

Jorginho didn't have the legs to compete with Palmer, Caicedo, and Gallegher. Should have never started, in my opinion. Arteta overthought this one. Jorginho was carrying good fortune from City, but Kovacic was on a red for large portion of the match and Partey proved to be the difference maker.
