AMD heating issues are easily solved with a PBO. You can also set a temperature limit (with minimal loss of performance) if it helps you sleep at night.

You should be optimizing your CPU settings in the BIOS when you build a new PC, anyway, just like you do with RAM and fan curves. If you just pop the chip in and go, you're going to get heat, yes.
