If you skip to the beginning of Phantom Liberties with a new game where does that place you in the main storyline? Would this skip the prologue missions, or is it later in the storyline?

It's a bit more than just the intro portion. It puts you three or four missions into the "Evelyn" quest line.

Doesn't it put you into act 2?
