I worked with a gal who smoked Virginia Slims for a while. She was not appreciative of my asking why she was standing outside trying to light a lollipop stick. I imagine the ratio of paper to actual tobacco closely approaches 1:1.
They still sell these, and if you ever see a pack of them you'll be astounded that they fit 20 cigarettes in there.
