That seems like a clear case of murder. Plus whatever it is when you endanger a lot of other people by firing a gun in a crowded area, and firing a gun at a driver who might die and crash.
Throw the book at him. Make an example.
But he's a cop so he'll probably get the minimum, if a jury even convicts.

I wouldn't be so sure. Nobody in the city, no matter how well off they are, is immune to random violence. Even if they don't go over that bridge on the regular, they all drive (or are driven) in city traffic regularly, and know how insane it all is. They can relate to that feeling when you almost get in an accident and are worried about the other guy popping off.
Plus, there are cameras everywhere now, they have all the footage they need to tie the shooting to his car. It will be impossible to beat the rap on this.
But, he probably did himself a favor by killing the guy before he got to New Jersey. Because everyone on that side of the bridge uses it often, including the judges. They would take it personally.
Shit, I read about this. They almost crashed when trying to change lanes into the same space at the same time, and then the one guy literally whips out his gun and shoots the other one through the window while both were driving. Both were just on their way home. What an idiot. I don't understand why they're not charging him with murder.
Ah, they must have changed it since I first read about it, in the NYT article I read a few days ago it was just manslaughter. Good. I hope the guy is locked up for so long he never drives across the bridge again.
Yeah, sometimes prosecutors start with a lesser charge just to get the suspect in custody right away, with the intent of bringing a higher charge once investigation is complete.

But the second paragraph of OP's article says he was charged with murder?
