According to Spanish auto magazine Autofácil, Volkswagen could manufacture the €20,000 EV in Spain, although Volkswagen has yet to confirm a production site.
The Group currently produces the ID. Polo and Cupra Raval at its Martorell plant, while the ID. Cross and Skoda Epiq are manufactured at the Navarra plant, both in Spain.
Volkswagen’s new Electric Urban Car Family is off to a promising start, securing nearly 150,000 orders after series production began in June.

Too bad it will fail its emissions tests.

non sarcastically, too bad it will have blinding LED headlights
For comparison: The most affordable EVs in Europe have price tags between €18,000 and €20,000, with Romanian car manufacturer Dacia being the most affordable.
The 37kWh ID.Polo is 25000 EUR. If they really offer those 37kWh at 20000 EUR, with similar efficiency and therefore range, that would make a good offer, especially as the Twingo can be also had for 20000 EUR, as a comparable type of car, but it has only 27.5 kWh. The Twingo is fairly energy efficient though, with a slight edge over the ID.Polo.
