Nokia is definitely your best bet of established, large manufacturers for most telecom scenarios. However, they are a mega corp made up of many different formerly separate entities, some of which are European and some of which are not. I know they have warehouses in several EU countries but I'm not 100% sure where their manufacturing facilities are located.

Look into Teltonika, they make industrial cellular routers in Lithuania.
I have only heard good things about them.
If you want more advanced config options, checkout Mikrotik from Latvia
Siemens, not sure if they're still in that business though
Keenetic is also good, though their devices are more on the user end.
