Those quotation marks are doing some heavy lifting in the title.

Indeed.

The article uncovers the details around a group of six witnesses that states have paid over a million dollars to defend anti-trans laws.

Aren't "conservatives" supposed to be keeping a watchful eye over taxpayer dollars?

What do you mean? English is not my first language so I may not understand your point

“Heavy lifting” means something is doing a lot of work. In this case, the quotation marks make the sentence truthful only because the court did refer to the witness as an expert.

For example, the quotes in Einstein remembered as “genius” aren’t doing much - the sentence would stand without quotes as generally accepted fact. In contrast, the quotes in Trump called “stable genius” are doing a lot of work, because most people wouldn’t agree with the statement.

You're right!

It is a mental illness to say you're an expert on something without actually being an expert on it

I mean, not really..
Nor is being trans, which I assume what original person meant, but either way, nothing wrong with having mental illness, just like any other illness, so lets stop using it as a put down.

You should probably see a therapist for help with that.
