So, where does this all fit: Congress didnt really make a law doing that. Executive branch policy changed ICE's protocols until that's what we have.

There were lots of creepy videos in Minnesota and elsewhere of ICE thugs creepily taking photos of observers, and several have made mention on camera of 'a database' or 'a system'. They're probably not supposed to talk about it publicly, but ICE thugs are fucking stupid.
One more thing iSSe isn't supposed to do publicly, like show their faces
