Image Editor, Free Rotation?

Hello,

Does anyone know of any image editor apps with the ability to rotate an image freely, as opposed to only preset degrees? Like having the option to just rotate an image by hand any amount?

Preferences for Open Source apps.

Thank you very much!

This one lets you two-finger rotate images by hand in the "Straighten" function. It costs money though. Its UI is ... not exactly modern. But it has served me well over the years.
