No, the Jet cost $73M. The flight would have just been fuel and whatever they pay the pilots and crew to be on standby at their whim.

No, it's just poorly worded. The same headline but moving "flight" and adding "on" word makes it much more clear.
It's intentionally misleading. When I take a standard economy class flight, I don't call it a 100M Boeing flight.
