Maybe it's not soap, but something has to be providing surface tension around the fog bubbles. I'm doubtful that a liquid with that much surface tension evaporates completely, leaving no residue.
It would still be awesome for Halloween, might be worth cleaning up after it regardless. Wonder how they look in black light.
It is soap, just not a lot. They use a dual tank system, one tank with VG and/or PG and distilled water (fog), one with purified water, a surfectant blend, and sometimes additional glycerin or polymers (bubble).

I didn't listen to the sound, so it's very possible it's more obviously an ad with sound.
Since the bubbles are white, it looks more Christmassy to me than like Halloween.
