There's lots of countries where making substantial donations to the government can speed up immigration, removing entry requirements. New Zealand for instance has one such "Golden Visa" system.
This however seems to run the other direction where the US is essentially saying; some of the poor and huddled masses are too poor, too huddled.
Either way codifying "justice by money" into law is sickening, and shows that we live in a Plutocracy.
Capitalism is at war with democracy, human rights, freedom, and rationality.
