• Beginning in July 2025, China embarked on a $167 billion hydropower project in Tibet to be completed in the early 2030s, comprising five cascading stations along the Yarlung Tsangpo River, which flows into India as the Siang and later becomes the Brahmaputra.
• The project is, in fact, a time bomb. An active fault line runs directly beneath the hydropower project, posing a threat to the mega-dam now under construction. This is not alarmism from foreign critics but the conclusion of Chinese geologists themselves, published in Mandarin in the journal Sedimentary Geology and Tethyan Geology.
• The seismic volatility of the region is well documented. Pemakoe, the area at the heart of the project, is one of Tibet’s holiest places. It is a “Beyul,” a hidden valley revered in Tibetan folklore as a sanctuary during times of crisis.
• Yet the Chinese party-state has a habit of ignoring inconvenient truths that might tarnish its image of triumphant progress and mastery over nature.

The consequences of this mega-dam are not limited to Tibet. Downstream, millions in India and Bangladesh depend on the Brahmaputra for agriculture, fisheries, and livelihoods.

Any disruption - whether from dam-induced water diversion or seismic collapse - could devastate communities far beyond China’s borders. China’s pursuit of hydropower in such a volatile region demonstrates a willingness to gamble with lives, ecosystems, and geopolitics for the sake of energy and prestige.

The project is also a geopolitical manoeuvre. The diversion route runs close to the Doshung-la tunnel and the new G219 highway, linking Xinjiang to mainland China along Tibet’s southern borders. The opening of the road to Metok in 2021 facilitated construction, and villages have already been built to house tens of thousands of migrant workers from the mainland.

This influx will alter the demography of a sensitive border region, embedding Beijing’s presence more deeply. The G219 itself was once known as the Aksai Chin road, crossing Indian territory in Ladakh - a reminder of the contested geography in which this project unfolds.
