The whole story includes the fact that this apparently also includes acts of bestiality.

The bureau also changed how it treats past bestiality or animal cruelty, allowing applicants to remain eligible if the conduct occurred before they turned 18.

I'm... not actually sure why this is a problem. When even the king pigs are starting to not care about something, it's a really good sign that culture is shifting on that subject. And destigmatizing sex / sex work is a net positive for society - it will be a slow change, but this is a big indication that it's getting better.

The bureau still intends to dismiss applicants who are revealed during the vetting process to have engaged in prostitution within the last 10 years, three or more times overall or while in a position of trust such as public safety, according to guidance issued this past spring and described by a person familiar with the matter who was not authorized to discuss internal decision-making and spoke on condition of anonymity. For others, it will allow for consideration of the context of the conduct rather than treat it as grounds for an automatic rejection from the FBI’s hiring process.

The practical impact is not immediately clear since many who have engaged in prostitution may still be either immediately disqualified or weeded out upon further scrutiny from FBI polygraphers and security officials.

The FBI said the change was meant to account for the fact that some otherwise suitable candidates, including service members, may have engaged in the practice in places where it is legal and to accommodate applicants who themselves may have been victims of sexual abuse.

Yes, that is a rather dramatic headline. But if you look at the source article you can see that it's being just a bit overblown. The various changes mean they're no longer an automatic pass/fail disqualification - all the new guidelines seem to imply is that the applicant can provide context to the issue, instead of being instantly rejected. This is not the FBI saying bestiality is okay.

One of the sources familiar with the changes told CBS News that during the interview process now, applicants are asked questions about whether they have engaged in what is described as sexually deviant behavior.

If they acknowledge hiring prostitutes or engaging in bestiality, they are then asked the additional questions about when the conduct took place or in the case of prostitution, how many times it took place. Even if a candidate technically meets the hiring criteria, it does not guarantee an employment offer.
