One reason you may not want to buy a flat on the top floor is

when the concrete roof starts leaking, you know big maintenance is coming.

Speaking of which, there are different solution to this problem. Some prefer using epoxy resin injection plus treat the rebar (and cement patching), while some prefer rebuilding the waterproof layer at roof. But using the jackhammer to "shock" the rust off the rebar is a terrible solution.
