The city has little to do with the power. The power company (NIPSCO) is not restoring power because the residents are poor and black and the power company knows there will be no repercussions from Indiana's Republican government.
This is also probably something of a trial baloon from the network state crowd: can we just start shutting off essential services for "undesirables"?
