This isn’t correct. The Dutch public broadcasting system consists of several broadcasters under a single public broadcasting organisation (NPO).
AvroTros isn’t the national public broadcaster (‘omroep’), but just one of them, and what has happened isn’t that the national broadcaster has decided against ESC, what has actually happened is that the broadcaster responsible for ESC in the Netherlands (AvroTros) has given back its responsibility to the NPO. This also doesn’t definitively mean the Netherlands won’t participate, as the NPO can give another broadcaster the responsibility for Dutch ESC participation.
