I understand that they would fine people who cross the street where no crossing is allowed. But in the article it sounds like even on pedestrian crossings people would get fined. One would think that it would be the drivers' job to make sure they yield for pedestrians. If they are not sure if someone will cross they can just slow down.
what about car drivers, they seem like a bigger problem
