No, he did try to do that. He just set the payment point super far in the future so the Supreme Court had plenty of time to block it. Because they're also just conservative tools who will rule based on their personal political preferences rather than the law.

He didn't do it well, but Biden (presumably after considerable lobbying by progressives) did at least try to exercise that power that was given to him explicitly by law. The SC just made up a new doctrine to say "the text of the law doesn't matter if we feel like it".
