So this is what they have on him:
In 2013, the FBI had a fake company contact Chinese Spy Fang Fang to establish her ties to Swalwell, she asked their fake company to donate to him.
In 2015, they interviewed her and she claimed she had associations with him on multiple occasions. Her position as a spy was made public.
Multiple other women made allegations of Swalwell in 2026.
He's received no criminal charges, denies everything, and he resigned after the allegations.
TBH I have so little faith in the current FBI and so much ire for China that it wouldn't surprise me if he was innocent. If anything it's plausible if China did coax him into illegal activity to use as blackmail against him. Or maybe he's just plain old guilty without any push.
The morale of the story is China's not your fucking friend and everyone who associates with them is shifty as fuck.
