If you ever drive this stretch west at sunset, you'll see some of the best views of your life, and an amazing variety of birds (there's a bird sanctuary to the north on the southeast tip of Carneros).

That being said, it's also the most dangerous highway in the North Bay, and it's needed love for a long time now. I agree with Huffman - adding toll lanes doesn't make sense until the highway is elevated, but I think the project is past due - its good to see some progress on it.
