I honestly posted it here hoping someone else might know what it was about. I did a little research and the best I could gather is it's someone's inside joke.
Guessing that the ice camps to hold immigrants are being called "concentration camps". When you are meditating often you are supposed to "concentrate" on a specific topic. So concentration camps turned into meditation camps.
