When I went to college in the 80's, there was a forced curve on all tests. Only 5% of the class got A's and 5% of the class failed. While I dont like this method myself, putting this policy back into place prevents this from happening.
IMO the correct way to design a test is to make it hard enough that the median score is around the 50% mark in order to capture the entire bell curve of performance, but then curve it enough afterward that everybody who met the standard the professor was actually trying to teach gets a good grade.
If he needs a spine and professional integrity, then so do 95% of academia. Which suggests that policies need to change, not just individual behavior. Which is...what the author is advocating for.
Sure, but when you know one thing is right and one thing is wrong you should do the right thing even if it isn't the easiest thing, not carry on doing the wrong thing and writing articles about how you need others to start doing the right thing so you can too.

This is not new. The entire heritage foundation is the employment pipeline for the parasites that get in through a side door and get mostly A's for showing up for tests with a prepared answer sheet. The autor's colleagues do no give a shit about the society around them or they would have a better excuse for their piss poor evaluation policy.
