The pipes are there to increase the surface area exposed to the coal bed heat.
It would also be super impractical to have a fire going underneath the entire boiler 😅 Much better to send the hot air «through» the water in pipes.
The horrors I could show you in a steam plant. So many things can kill you so horribly.
