I tried reviewing the FAQ before I asked. The wording on their map key could be a lot more clear imo. I was wondering if it might be rejected but it says introduced. If rejected I would think that would be meaningfully different. I was hoping they expanded on the categories on the website somewhere but couldn’t find it. I’m guessing they are so close to the content it seems more intuitive to them in comparison to an outsider.
Maybe the context is because it’s in relation to all the red states are current bills in motion?

Proposed should be yellow instead of red.
No bills should be red instead of grey.
Maybe a darker yellow for failed efforts.
This is by far the most confusing color coding I think I've ever seen, and map enthusiasts should reject it
