Anyone else notice how horror games have a tendency to make you really sad? It makes a lot of sense. Dealing with the supernatural means dealing with death. Psychological horror as a whole genre, is, well... you know.
I think for me actually the saddest is Soma.
Being vague enough to avoid spoilers: the way the character says "please don't leave me here all alone" makes me so upset, I shiver.

i don't know how much of a "horror" game it is but last of us 2 kind of wrecks me
i got to the second half where you play as abby and had to stop. i'll probably pick it up again at some point but not now
For that one, I just spoiled the whole plot for myself and skipped that one entirely. I knew I didn't have the stomach for that kind of hopelessness!

No other game has come close to Soma for pure existential despair.
Really, really difficult to top that one. Another powerful moment was when Catherine explained to you that you aren't the lucky Simon,

I will say, though that the way that Catherine just seems to accept it is kind of comforting.
Silent hill was pretty tragic.
