This is actually a preview of the next regulation change the FIA has been secretly tinkering with, since tire management has been mostly solved, to introduce some more chaos into the races, teams will have to swap out between a hard and a soft chassis every few weekends. For some reason Red Bull decided to put verstappen on the soft chassis while everyone else went on the hard one, hence the degradation.
