Sure, any state can set their own minimum wage ABOVE the Federal Minimum Wage, and they can even choose to not have a minimum wage, but they can't have a minimum wage LOWER than the Fed. If they choose to not have a minimum wage at all, then it automatically defaults to the Federal Minimum Wage.

The minimum wage has been raised twice since 1997, the last time in 2009, for a total increase of $2.10, in almost 30 years.

Chris Rock said that getting paid minimum wage, is your boss telling you he'd pay you even less, but it's AGAINST THE LAW!

Depends on the state. The last minimum wage increase in Arkansas (my state) was implemented by ballot initiative. Naturally, the Republican controlled legislature began immediately having a collective seziure and scheming harder than ever to hamstring the ballot initiative process.

Always baffles me that people vote for initiatives while voting for politicians that vehemently oppose those initiatives on the same ballot.
