By having a working immigration and integration process, instead of just throwing money at a neighbouring country for them to do the inhuman part ?

armed thugscoast guards who beat and drown migrants on their boats?I keep wondering why they infiltrate groups of organized human traffickers like they do with other kinds of organised crime. Sure you can't go undercover in the country of origin but those networks surely have people working for them on this side of the border. Somehow it's always the migrant that gets hurt the most.
