Firms which fail to comply could pay the higher of £18m or 10% of global turnover.
We would never allow other services to enable rampant exploitation - they should not get a pass either.

Good, give them something useful to do instead of banning VPNs or being the reason VPNs are needed in the first place.
On first read, it sounded like Ofcom was requiring them to run scam ads. 'Deal with' can mean 'dispose of' (the intended meaning here) or 'live with' (the exact opposite in this context).
