This "article" is Russian propoganda. There are a number of "tells" but here's a very obvious one:

given Ukraine’s inability to turn the tide on the battlefield, Kyiv and NATO have decided to “bring the war to Russia” by engaging in a semi-terrorist campaign.

Ukraine isn't targeting civilians and instead hitting military targets or industrial facilities that support military production, yet the author calls this "semi-terrorist" somehow.

Russian forces launched some of the largest drone and missile strikes on Kyiv so far, killing dozens of people.

Russia, since the very beginning in 2022 of the war has clearly intentionally targeted non-combatant residential housing, hospitals, and retail shopping centers causing many Ukrainian civilian deaths yet somehow the author doesn't apply the "terrorist" label to Russia.
