Well it could, but since they never tell you what kind of system they're running, you're always left to assume that it was specifically prerecorded, built and fine tuned for the track at hand. Which as you said, doesn't mean shit.

Yeah, I'm reminded of some of the dancing robot videos that have come out this year, where it's clear that some robots may have an elaborate dance routine "memorized," but can't handle a little bit of an unexpected force (unevenness on the floor, unexpected obstruction, etc.), and that slight disruption cascades into a broken robot flailing on the floor.

With a closed course time trial, especially on a very famous track, it would require third party validation to show that the actual reasoning used wasn't just a preprogrammed line.
