Explanation: In the founding myth of the city of Rome, the twins Romulus and Remus disagreed on the location of their new settlement, and so decided to leave the decision up to the gods. Both men departed, with their followers, to watch for omens - anything unusual that might be subject to interpretation. Remus saw six vultures circling his location of choice - a good omen, by his measurement!

Romulus saw twelve vultures circling his hill, which everyone agreed was a better omen.

Remus would then mock Romulus as he was digging the outline of the settlement's walls, catch a shovel to his head for it, and subsequently die.
