it's number of strokes. your goal in golf is to get the ball in the hole in the fewest number of strokes possible. The joke here is that both numbers are embarrassing, considering most holes take like 4 strokes
Every time you swing its called a stroke, and you add a point. The goal is to get the least amount of points.
Most holes have a goal of 3-5 strokes. Charlie saying he has 30 points makes you think its for the entire course. But the joke is he tried to get the ball in the hole that many times - on one hole.
It's a good golf joke.
There aren't that many good golf jokes.
