ALEC and other lobbying groups draft "proposed legislation templates" and offer them to the congresspeople that they "advise". All that's generally required is just writing their name and the name of the city, county, or state where the legislation would apply.
There's not much those outside of the system can do to stop them.
Gee, maybe legislators should legislate instead of letting corporations write laws for them to rubber stamp.
