I mean, testing against a mock-up of a near-peer adversary is just... common sense, isn't it?
Why bother with mockups? Exported military vehicles have this weird habit of falling off trucks in eastern europe, no matter how strict the originator is about export controls
Not sure how many naval destroyers fall off of trucks, even in Eastern Europe.

As opposed to what, fishing boats used for target practice by the US? Surely a military target is the appropriate test.
