The FCC is seeking comment on the proposal to require phone companies to obtain and retain, at a minimum, “the name, physical address, government issued identification number, and an alternate telephone number of any new and renewing customer before granting access to its services.”
Not everyone has an address or an alternate phone number. This would keep homeless people from being able to have phones.

Maybe you have a work phone and a personal phone but I wouldn't put my work phone down as an alternative number to my personal one. Each phone basically just signals which personality to wear for next few minutes.
Maybe back in the day when people had landlines but hell, I've never lived in an apartment where the phone outlets weren't covered in so much paint they would never work even if I wanted one. Actually who sells landline personal phones anymore? Like fine, maybe I actually want one for what ever reason, where would I buy one? I can't think of last time I saw any in a store, not Walmart, target, Costco, or best buy....
I'm a productive professional person with no need to really hide any questionable activities and legal cis white male, basically who these people love to promote but I have no idea how I would complete thus task of having an alternative phone number
