He wasn't directly involved in the Epstein affair at all. What finally did for him was appointing as his ambassador to Washington a man by the name of Peter Mandelson, who was up to his neck in Epstein. It's never been completely clear whether Keir Starmer knew that at the time he appointed him, but it seems that his office had pre-appointment vetting procedures rushed through on the nod, which was pretty bad of itself.
Prior to that there had been a number of policy failures and embarrassing climb-downs, leading to his party ultimately losing faith in his ability to lead. And then we had local elections in May in which his party did terribly. Hence him stepping aside.
