Seems like a legit mistake. Phones get bin sorted at distribution warehouses, either a display model accidentally got returned from a store and binned in gen pop, or an incorrectly provisioned one slipped thru production. All display case devices are probably scheduled for an auto wipe and reprovision on a weekly schedule to keep them fresh and snappy for potential customers.
I've seen way worse supplier fuckups happen in multiple other industries...
