This is and has always been a tactic to attempt to discredit any election results he doesn't like. The thing is, he now knows that it works on a significant portion of the US population.

California has an open primary for governor. The two top vote getters will be the candidates for governor in November, regardless of party affiliation. It's technically possible to have two Republicans or Democrats as the only candidates in the general election.

Yes, he knows he's lying, but he also somehow believes it. if he doesn't win, the other side cheated. And if he loses his father's cruel ghost will rise and tell him that it's his fault he let the baddies do that to him.
