Ah, scaling and infusions are fun :)

This happens because of the two-hand bonus. If you just or mostly use the light and heavy attacks of the Uchi then a Strength build might be best. A Dex build is still mostly the best for the Uchi, since the best way to build around it is to spam the Skill Unsheathe or/and use it power-stanced with another Uchi. Both Skills and power-stancing don't benefit from the two-hand bonus, so you get slightly more damage from a Dex build with a Keen infusion.

On the other hand, Cleanrot Knight's Sword is a fantastic thrusting sword, which get way more damage from a Heavy infusion, since you mostly or exclusively use the two-handed weapon moveset. Seriously the Cleanrot Knight's Sword is ridiculous it rivals the Rapier in DS2 for damage.

Funny enough the reverse can also happen: with paired weapons, at some level ranges, a Keen infusion is actually better than a Heavy infusion, since paired weapons don't get a two-hand bonus and Keen infusion doesn't remove the Strength scaling. For example, at RL1 the Star Fist with buffs gets higher damage with the Keen infusion than with the Heavy infusion.
